Dejin Su sent me the link to the Washington Observer's review of PNM in Chinese.
He also sent the link to his interview with Tom in Chinese.

WS quick synopsis
0. compared PNM with other books (title in english in orginial link)
1. summarized the concetp of core and gap states
2. and barnett's 10 goals (medium term)
3. final paragraph is the comment: --
"i have to admire barnett's ambitious goals. these are well intentioned dreams, at least judged by what we can see today.
even if BRIC can rise smoothly to becopme a core state,
is the US willing to, or has the resources to achieve these goals? this is an enormous army to maintain.
most importantly, will the US tolerate the rise of other power?"
