He is indeed.
While I wasn't unfamiliar with the concept (used to be called "Lateral Thinking") before reading PNM, Tom supercharged my interest in horizontal thinking. His description of how new, big or unorthodox ideas were shot down in the Washington bureaucracy struck a chord with me.
One of the many points in PNM that gave me much food for thought.
