Gotta admit I was lost with "titanium hulls" question about "Soviets." Guessed he was talking Russians, as did Hugh.

The Soviets used titanium in the hulls of their SSNs starting with the ALPHA class. It is very strong, and allows a much deeper operating depth. Obviously, it is quite expensive. It is also difficult to weld, so building a titanium hull is more difficult to do than a comparable steel hull.
