Feels like DC's in serious end-of-second-term disarray, does it not?

No fears. There is a mid-level of the bureaucracy that functions no matter the presidential fates or the Hill's crusades.

Actually, now is the best time to work with that "home alone" layer of bureaucrats. You'd be amazed at how much gets done at the end of administrations.
