from NYT: Rudolph W. Giuliani called on Saturday for a large-scale increase in the overall troop strength of the Army and the creation of a special force to specifically handle post-combat operations.

Sean's too exuberant here: Rudy's just channeling reality and common sense, and I just provided some language on that.
The grand strategist/visionary can't take you where you would not otherwise go on your own.
He just gets you there faster.
