Still think it's all gonna be about subs blockading islands between us and China?

Very good.

We need to make it structurally easier for China to buy subs and sysadmin forces that leviathan forces. Keeping up a huge lead in the leviathan race may be part of this. But so is tying the countries together economically, as well as tying both of our states into the Gap.
