Avuncular American wrote a good article. I wonder if one requirement for DoEE would be a regional director corresponding to each Military Regional Command? Heck, he could be interpreted as arguing for EVERY cabinet dept. with lots of foreign interests to have such directors-- State, for example, having several SuperAmbassadors who can work directly with their military counterparts as well as the regular Ambassadors.
