Once you start with the small reforms usually it only increases pressure from below for more changes as it raises everybody's hope that other inequities will be addressed. I hope we're prepared for when the whole system suddenly collapses under popular uprising.

how quickly will the cigars and cigarettes get into the hands of American consumers? some kind of big market there.
