You think Leviathan personnel issues are tough...

Right out of my bit about the SysAdmin being older, more gender balanced, more married, more educated and with more kids. Plus, it's the force that rotates on end.

Personnel issues for the SysAdmin are hugely complicated compared to the Leviathan.

It is the logical step considering the time it takes to do the SysAdmin function. The frontier forts were small towns, women, children,dogs; you get the picture.

Question is: How close can you reasonably get children and civilian spouses to places like Iraq and Afganistan? Barring the mildest sysadmin roles or the most gung-ho families, the best you could probably hope for is stationing civilian families in nearby "safe" countries like the Gulf Emirates with frequent leave for visits.
