Like how he calls America a "postimperial multinational state" and refers to pre-American role in world as "the imperial millennia."
Bush is "a consequential aberration," meaning he didn't repeat the implied brilliance of the Clinton years.

The Clinton (and Reagan) adminstration(s) failed to provide any substantial system perturbation of the Islamic radical / terrorist operational capability or psyche during all those years of attacks against the US. The highlights included the WTC bombing in 1993, the Khobar Towers bombing in 1995, the US Embassy bombings in Tanzania and Kenya in 1998 and the October 2000 bombing of the USS Cole in Yemen. The precipitous withdrawals from Somalia after the 1993 Black Hawk Down incident, and the same reaction to the US barracks bombing in Lebanon in 1983 under Reagan, only fed the "US is a paper tiger" doctrine preached by Bin Laden and his ilk. So our enemy gained strength and prestige in the Islamic world.
It seems that as the Democrats move ever further to the multiculturist left, embracing trade protectionism and terrorism-is-a-law-enforcement-problem too, Dr. Barnett will join the majority ranks of our volunteer military members in the more conservative political party (which only makes sense). Winston Churchill said "If you are not a liberal when you are twenty, you have no heart. But, if you are not a conservative when you are forty, you have no brains." Huuaahh!
